[SMCARA] Repeater

Just a quick note to let you know the repeater is in the backup mode, so 
you won't hear any voice announcements.  Also the power is 25 watts, 
down from the usual 50 watts, so it may be noisy on the fringes.

I removed the CAT-250 controller to install the 440 link transceiver.  
It is working fine on the bench, so I will shlep it down to Hermanville 
tomorrow and get everything back to normal, or at least what passes for 
"normal"!

The link will permit control operators to manage the repeater remotely, 
which is not only convenient, but fully complies with Part 97 rules.
