[SMCARA] Net Reminder

The repeater is programmed to play random net announcements today also, to help you (and me!) remember to check in.  The repeater is also programmed to disable the timeout (alligator) timer during the net, so you don't have to drop your PTT to "get another nickel"! During normal operation, the timeout timer resets when you hear the courtesy beep, you don't have to wait for the carrier to drop.
