[SMCARA] 64 Repeater

Thanks for the update Tom and your work with the repeater! It has been working very well for the nets, great signals and solid audio.

Well, folks, the 64 repeating machine is now back in normal operation.

I have told the backup repeater to behave and not try to play "chicken" with the main site!  I installed a battery backup, which should carry us through short power outages.
