[SMCARA] 64 Repeater

You may have noticed some strange sounds on 64 this afternoon around 
1700 or so.

There was a power outage in LP City, that also dumped the power to the 
base. This resulted in the backup repeater switching over to the 146.2 
PL instead of the normal backup PL. That resulted in two repeaters 
transmitting on 146.64 and the result is a growling sort of noise.

Long story short, I remotely disabled the Hermanville site and we are 
now operating on the Pax River site.  You can tell when Pax is operating 
as the ID is faster and has a slightly higher CW tone. Also there will 
be no voice IDs, time announcements,  etc. I will go to the site 
Thursday AM and reset the PL on the backup and then enable the 
Hermanville site for normal use.

I have put off installing a battery backup for the Pax site, maybe it's 
time!
