[SMCARA] 64 Repeater

The  64 machine has become so ratty, that I will take it off the air 
tomorrow.

I will bring up the backup repeater on base until the new Bridgecom 
repeater goes live. The backup runs 25 watts to a 100 foot high unity 
gain antenna, so expect the range to be somewhat less.

The new machine is on my work bench and is in the midst of integrating 
the CAT-250 controller and the TS-64 tone decoder into the Bridgecom. I 
am shooting for this weekend to bring it up at the Hermanville site.
