[SMCARA] Health and Welfare traffic

There’s traffic 0n 7.188, 7.175, and 7.183 that I participated yesterday. It is mainly hams from PR reaching out. To find specific people or areas in the island is a very difficult task at the moment. Transportation and communications are very limited. Even the locals calling out did not have much information outside of their local area.

Zello is a mess. I see why training for comms is beneficial…

I have been able to talk to my family. I was told the area of San Juan has limited cell service from AT&T.

HiI have a friend from Puerto Rico and he has family there. He needs to find out how they are. How do I get a Health and Welfare message to and from there? Please excuse my ?ignorance on the subject, I've been out of the hobby for a very long time. Thanks, Martin, N3HRT
