Trivia:  Do you know how to check a meter to see if it works before you buy it at a flea market?  
Just gently shake the meter and see how lively the needle is.  
Now short the terminals and do it again. 
The needle movement should be greatly dampened if the meter is good.  Also if you are going to ship a d'arsonval (i.e., moving coil) meter (as opposed to a "vane" type), be sure to short the terminals to prevent damage at the hands of USPS, FedEx, or UPS.

Note: If that surplus meter is one of the "glow in the dark numbers" types, don't open it up and fool with it.  The numbers are radioactive and probably not good to sniff! This explains why most of the R-390 receivers you see today have no meters in them, just holes in the panel.
