[SMCARA] 64 Net start time

When I was running the net we shifted to 20:30 since it was started during the summer and allowed time for outside activities, as I remember we voted during the net a few times and it was a pretty even split so we kept it there during the winter hours and since Westmoreland has a 7:30 it allow flexibility

Just my 2 cents but a new vote with current participants is a great idea, with family obligations no time in the evening is good any more 😀

Thanks to all for picking up and keeping this going, hope to make it back some day soon
