[SMCARA] Changes to the SMCARA Constitution

We made a motion (and two thirds of the membership voted in the affirmative)
to make some changes to the constitution at the September 2015 meeting.

Please review these changes to the Association constitution. We will accept
these changes at the regularly scheduled October 22nd association meeting.
