[SMCARA] Repeater Status and Control

Good Afternoon All,

We are in the process of locking down our repeater by updating the
repeater's access codes. Once the codes are changed only a select few
will have the "need to know" and will have access to these new codes. 

Those individuals whom we have identified as having the "need to know"
are those whom are responsible for the operations and maintenance of the
repeater. If something seems wrong or broken as it pertains to the
repeater please do not hesitate to contact one of them so that the issue
can be resolved. 

Those to be contacted and who have the "need to know" are:

Repeater Technical Committee: Tom Clarke and Pete Butt
Repeater Control Operators: Richard Bozovich and Mike Hasel
Repeater Call-sign Trustee: Daniel Metcalf

There may be a code or two we will be able to release to a small number
of our Net Controllers but that is to be determined. These proposed
codes will have minimal control over the repeater such as disabling the
PL requirement during the nets.

Please support us in our decision to closely guard the access codes to
the repeater by not asking for them.
