[SMCARA] Radio Shack PRO-528 Scanner

Hello, I need some advise.  I bought a Radio Shack PRO-528 handheld scanner several years ago after I retired and thought that it might be interesting to listen to police and fire comm exchanges while I was working  in the garage or around the house.  The local Radio Shack owner programmed it for me and it was an interesting diversion for many months.  

Then, the law authorities put in a new encripted digital system that is impervious to scanners so the hand held has rested quietly for a couple of years.   The unit has a ham channel scanning feature but I haven't found much detail as to how to use it.  I downloaded th owners manual  and it wasn't much help to me.  I am as much in the dark as ever.    I can get it to scan but when it stops and locks, all there is is static and no voice.  

Anyone have experience as to how to make it work for ham bands or should I take it in hand and revisit the Radio Shack store.  Jim Wieldt
