[SMCARA] Club Constitution & Bylaws & Club Elections

Good Evening,
I just wanted to mention a few items.
One: We only have a few meetings left before our annual club elections.
I wanted to remind everyone that this is my last year as President
according to the club bylaws. I wanted to put a bug in everyone's ear to
consider running for a club office.
Two: If no one steps up then the club would be without leadership and
thus the club would be dissolved. I am extremely concerned about this
happening! Especially when every one I have spoken with has mentioned
that they are not interested in being President. If it came down to it
if the bylaws were changed to allow me another year I would run again to
make sure the club is not dissolved. I am going back to school so I
suggest this as a worst case scenario however being we need a month
between proposal and vote on the bylaws and constitution changes a
change would need to be proposed at the march meeting.
Three: Reading over the constitution the is one section that must be
changed because it violates FCC rules.
"5. The Trustee shall posses a valid Amateur Extra Class Operator
License to maintain the assignment of the Association’s (K3HKI) call
sign and the Patuxent Naval Air Museum Radio Club (K3NHK) call sign.
The Trustee shall have full responsibility for the licensing and
operation of all Association’s stations, including repeater, auxiliary,
packet, and all other, and assure such operations are compliant with all
applicable Federal, State, and Local Rules and Regulations. The Trustee
shall be responsible for the maintenance and accuracy of the
Association’s Equipment Inventory."
This violates the one callsign per club trustee rule of the FCC. We
found this out by trying to consolidate trustees by making Tom Clarke
the trustee of both K3NHK and K3HKI. We were denied license and I
volunteered to be and currently am the trustee for K3HKI. This section
and the section defining club officers needs to be amended to allow for
two trustees.
As for Presidential terms I suggest a maximum of 4 years. Again I am not
looking to run again but I will if no one steps up and the bylaws are
changed to give us the option. I will leave these suggestions to the
Constitution and Bylaws Committee.
