[SMCARA] Antenna Challenge Proposed Rules

For Saturday's meeting to discuss the plans for the Antenna Build
Challenge I am forwarding the suggested rules as presented by Tom
Shelton (ND3N). I greatly appreciate Tom stepping in and putting this
together for us to begin our conversation.

I will be forwarding the testing procedures as soon as i can get back to
my antenna handbook and can pull the appropriate pdf off of the disc in
