[SMCARA] SMCARA By-laws revision August 28, 2015

Walt, I personally have difficultly making club meetings due to my wife's
health but would like to be able to participate in club business.  I'd like
to see some sort of voting via email or such.  The proposal could be sent
out prior to the meetings and email votes could be sent to the club
president or secretary.  Of course, any issues raised at a meeting could
not be handled that way.

Just my $0.02.
