Sounded like Portuguese, or possibly an Eastern European language of some kind.  Might be fishing boats, as they seem to randomly select frequencies to chit chat.

Back in the "Cold War" days when we had a robust HF DF network, they would have pinpointed them in a twinkling and had linguists figuring out what they were up to.
