Dan,
I'd be careful how you parse the rule. It specifically says "urgent and
extraordinary," not "urgent or extraordinary." You're interpretation
implies the latter, not the former. I don't want to get into the original
intent of the writers, but anything could be ruled either urgent or
extraordinary. It would lead to a bad precedent. Also, please note the
example of repeater repairs.
That said, I don't believe you would have a problem getting a vote of the
majority of the membership and I concur with you that that would be the
better way to make this happen.

The rule is as follows:

The Executive Committee may also expend funds up to five hundred dollars
($500) for urgent and extraordinary expenses such as repeater
maintenance.
All other Association expenditures must be approved by the membership.
This purchase would not be urgent but We could rule it as an extraordinary
expense. Keeping in mind that using this fund in such a way would set the
standard for future leaderships. I personally would rather have the
membership's approval for this and save the $500 for when we really need it.
I am thinking for the 19th of July I have a CI/V cable that should work with
the club radio. I also have a laptop that can be configured how ever needed
to do the job. I also have a Signalink USB we would just need the interface
cable of Tom might have.
If I am not mistaken the antenna at the museum is a multiband beam and we
can use the filters to hook in two other radios If other would be willing to
bring in their hardware.
We can check the configuration out on Saturday after everything is done at
the Conference Center.
