Yep. The transport layer for Winlink is AX.25 packet and Winlink is the client.
Pretty much anything that does packet will do Winlink. AGWPE is a TNC emulator that will work with SC audio, eliminating a hardware TNC. Here's a link: http://www.kb3kai.com/sound-card-tnc
Ray, KB3FWW can tell you if Winlink can run on a sound card and whether it needs AGWPE or not. It may be part of the Winlink software. Ray's the pro on Winlink.
