Let's hope they get some engineers on the commission! If they follow the example of the FCC, that is, none of the commissioners are engineers, just lawyers and politicians. We could be in deep trouble!
Life on HF is bad enough with all those twisted fluorescent lamps, dimmers, switching power supplies for computers, cell phones, etc and those nasty plasma RFI generators hiding as entertainment devices!
I recently took my FT-817, Buddiepole Antenna, and LiON battery pack up to the top of a mountain in Massachusetts (Mount Greylock). When I first turned the rig on, the noise level was so low, I thought there was no antenna hooked up! Less than S1, the needle barely moved. Had to love it! Signals were all over the band. Nice to get away from noise. Now I know why Fletcher and Joe retired to mountain tops in WV! (among other things I am sure!)

http://www.tccsmd.org/index.cfm?Content=83&Menu=18 is the URL for the report. It appears to support fiber optic, but does mention BPL as one of the modes studied.

I hope this isn't related to the Broadband over power lines initiative that
was (I thought) dead.
http://en.wikipedia.org/wiki/Broadband_over_power_lines
It causes interference on the HF Bands.
