Personally, I think a mixture of both avenues will best support this effort.

The bingo hall for eating, socializing and getting (relatively ) cool.  The  
tent for operating.

I realize the tent is an expense to be dealt with in an asture environment,   
but in my opinion, worth it.

Recommend obtaining a quote for the tent and present it for a vote at the  
next meeting.

Honestly, I really dont like the bingo building.  Why?  Antenna issues.
Sure we have or can find a ton of coax to run the leads but us funky
stations (solar/qrp/whattehhellkindofantennaisthat) kind of like being out
in the wild so to speak.  So then we arent close or in the general ops area.

I actually prefer the tent(s) but again, thats just me.  Anyone?
