Invite other communications related organizations to participate.

Red Cross Disaster Services
Civil Air Patrol ( especially cadets )
Coast Guard Auxiliary  (Both CAP and CGA will be conducting Bay Patrol 
operations that day)
Sea Scouts (Ship 548)
US Power Squadron

I will scratch at the doors of my POCs with the above to that effect.

Others in the club could interest their contacts with other Scout troops and 
School groups.

Our SKYWARN types could invite someone from National Wx Service
