Dan,
A person holding an existing valid novice class license can continue to
renew it under the current FCC grandfathering rules but it doesn't give
you any special leg-up when going for a Technician class license since
the code requirement for Tech was eliminated.
To upgrade, his/her next step is to study for and pass a Technician
class license exam at one of the regular sessions that Eric holds (one
was held last weekend). They could even take the General or Extra exams
at the same time and go higher.
Bottom line... study the license manual, take some on-line practice
exams and, when ready, go for the Technician class license and higher.
