[SMCARA] 146.64 repeater

Is having a source of readily available power in case SMECO goes off-line
something the county may be interested in discussing?  If we use the
repeater for EMCOM use, might a grant be available for a readily available
backup?  
As for solar, great idea if we always lived in the sunlight (thinking
tropical storms, hurricane here).
