Maybe the term AI isn’t the “right term”  used in all of this …my apologies..
What I am saying is this…there are tools available to have (text to speech..) where someone inputs the message for it to be read by a computer…one simply has the text read back…translation tool ..
There are hams who can not speak …( Stephan Hawkins comes to mind ) where the interface essentially reads what is typed in …  my suggestion is not totally using AI …the text is simply read via the computer then it is a generated speech of such text …( yes it’s called technically “AI “ ) 
A Human being is “editing “ the content of the speech ..(copy n paste ) such info from ie: national weather service forecast…( replayed ) ie: “re read” now  by the net control ops …same information just the computer reads it out loud … 
Public safety dispatch uses such a system to dispatch fire departments…this is used in more ways than people actually realize or understand…
My suggestion was not intended to “call “ someone out ..degrade them ..make fun of them ect. …if it was interpreted that way , I certainly publicly apologize 100%…
