[SkyHub] Decommissioning IRLP

Hey everyone,

The IRLP pi that we used to bridge it in is not responding. I was planning
on next hub visit to remove the IRLP anyway, so this will be the official
notice that SkyHub will no longer be supporting IRLP connections. IRLP has
been down for over 6 months, and nobody has even complained to me, and I
have rarely ever heard anyone use it.

I also would like to apologize for anyone trying to use the P25 link that
it is still running 1-way audio, where you will be able to hear SkyHub but
not transmit. We hope to fix this soon once we get the skyhub tech team
fully up and running.

Last, DSTAR is up and running but we are running the old XREF reflector
system and we are registered using XREFL.NET, and this registration site is
down too. Our reflector (xrf031c) is still showing up on many hotspots
hosts file but I have been reported that the open spot uses a different
database and we have been de-listed from this database. The new tech team
will be making a decision on the next steps and if we need to upgrade to
the XLX DSTAR system and what that would take.
