This is the BDR Newsletter 758, Volume 15, #30 for February 21, 2024
Here are some things you might want to know about:
EAS UPDATE
As you check all your EAS boxes to ensure they are up-to-date for the March 12th deadline, some issues have been reported by those still using some older computer OSs like Windows 7 or older Win10 to control their sage endecs. There is a "fix" on the sage website, to allow the installation to complete. (Hat tip to Bart Jones)
All EAS users should double-check to ensure they have loaded not only the FCC mandated update, but the new certificate to receive alerts from the FEMA IPAWS system. All four manufacturers have now made this file available at no charge on their websites.
FCC IN ACTION
Meanwhile, the FCC has adopted an NPRM regarding rules allowing emergency managers to send alerts in some 13 foreign languages, to reach non-English speakers. Broadcasters could be required to broadcast such alerts when when EM use provided pre-translated scripts. Various groups, including cable operators, have already noted the technical and logistical challenges that some of the proposed rules would create.
LEARN ABOUT PCA AT NAB
Partial County Alerting (PCA) is starting to get set up around the country. SECC and LECC members, among others will find a program sponsored by the National Weather Service informative. The panel discussion on PCA with Tim Schott and Dan Berc from the NWS, and Adrienne Abbott, Nevada Broadcast Association, with be at NAB, in Las Vegas, on April 15th.
DISH RECEIVERS AND MAINTENANCE
Now that the C-Band repack has been completed, perhaps this is a good time for us to stop and take stock of our satellite systems. Are your dishes still aligned after the winter snows and winds and whatnot? How about your receivers - there have been changes.

THE 2018 QUADRENNIAL REVIEW IS DONE!
After all the delays and noise, not much has changed aside from a change to TV local ownership rules as to acquiring Top 4 network programming - effective March 18. Work is now underway for the 2022 Quadrennial Review.
WMAS
WMAS (the Wireless Multi-Channel Audio System), a new wireless microphone system, has received approval from the FCC to operate alongside existing wireless microphones. Dates will be determined by publication in the Federal Register.
COURT APPROVES AUDACY'S BANKRUPTCY PLAN
On Tuesday, the United States Bankruptcy Court for the Southern District of Texas approved Audacy Inc.'s Plan of Reorganization. To fully leave bankruptcy, Audacy, now majority owned by George Soro's firm, will need FCC approval. Unfortunately, all former small shareholders were wiped out.
DST AGAIN - AND LEAP YEAR
We are less than three weeks from the next Daylight Saving Time clock adjustment:
Sunday March 10 at 2 AM will suddenly be 3 AM. If this is not automatic for you, it is time to plan!
Also, remember this year there are 29 days in February.
INVISIBLE ANTENNA FOR CARS
We cannot show you this new antenna that LG has started promoting for car windshields - it is, really, transparent. Said to be good for WiFi/Satellite/cell/AM/FM, it will be interesting to see how good it is for AM. It is unclear whether availability will be this year or at CES 2025.
MALWARE ALERT!
With AI being used more and more, it should be no surprise there is a significant increase in attacks by specialized hunter-killer malware that does not merely try to sneak into your systems - it seeks and disables cybersecurity tools. The point: make sure all your staffers - especially newer ones - know safe computing protocols. Training is more important than ever.
Facebook users beware: a newly discovered stealer malware called Ov3r_Stealer is spreading on Facebook and stealing data from users, including geolocation, cookies, passwords and autofill content. Researchers at Trustwave SpiderLabs say. The information is transmitted to threat actors via a Telegram channel.
And, TikTok employees are still being asked to share users' birth dates, email and IP addresses and similar data with colleagues in other departments and with ByteDance, per Wall Street Journal sources, which counters promises TikTok made to US leaders it would no longer share sensitive information with China-based staff. Sources also say that US TikTok employees cannot keep up with algorithm changes made in China

SAD TO SEE IT HAPPEN
Is radio still a "viable business?" Some bean counters argue we are already history. In a financial move that broadcast workers dread, in recent years we have seen a tremendous surge in station owners selling off their antenna towers, land, and/or studio buildings and reducing staffs. Not only do some large companies no longer control most - or all - of the towers they use - one tower company now controls more than 500,000 towers in the US alone. (One recent sale in Canada saw one company - sell off close to half their stations to seven other companies, putting some 5000 staffers on unemployment.
