[SkyHub] FCC Filing about possible realocations of HF frequencies

They want to use HF (and are using HF under experimental licenses) due to
the lower latency compared to fiber and especially compared to Internet
where packet relay adds more delay.
The power is lower than that used for international broadcast (they are
proposing 20 kW while international broadcast is required to run at least
50 kW). The bandwidth proposed (10 kHz) is also the same as international
broadcast (double sideband AM). So, thus far, I do not see an issue. But
we'll see if ARRL finds one.
