[SkyHub] FCC Filing about possible realocations of HF frequencies

It's 2 to 25 MHz which is currently assigned to the "business/industrial
pool." I have not found anything on specific frequencies authorized,
though subsection 90 (
https://hallikainen.org/org/FCC/FccRules/2020/90/35/section.pdf#page=36 )
lists various bands the FCC will not license part 90 stations for anymore.

Experimental stations have been in operation for quite a while without
issue. We'll have to see what ARRL says, since they have the expertise.
