[SkyHub] FCC Filing about possible realocations of HF frequencies

I don't think it is much of an issue, but will let ARRL check it out. I've
read the petition and do not see an issue. Here are some notes I sent out
to the Radio Society of Tucson on Monday.

HF Is Back!

Commercial use of the HF spectrum has been decreasing over the last few
decades. The last commercial CW transmission over HF was in 1999 (
https://www.radiomarine.org/ ), though marine CW use continues through the
Maritime Radio Historical Society.

Meanwhile, there is renewed interest in HF for low latency data
communications. An HF radio link between two sites has lower latency than
an optical fiber link between those two sites since light travels more
slowly through glass fiber than it does through air. This extra low
latency has proven valuable to the high speed trading industry. The FCC
has issued a few experimental licenses for data communications over HF.
Those licensees are now petitioning for a modification of part 90 of the
FCC rules to allow commercial use of fixed HF data communications.

A good movie on low latency communications for high speed trading is "The
Hummingbird Project" (
https://en.wikipedia.org/wiki/The_Hummingbird_Project ). It concentrates
on fiber communications with a lot of images of horizontal drilling for
underground fiber. Spoiler Alert! It ends with fiber being overtaken by
microwave links for lower latency. Now, they could do an epilogue with HF
overtaking microwave!
