[SkyHub] Cotopaxi 449.125 repeater NOW ANALOG

Greetings all, we have changed the Cotopaxi Westcliffe 449.125 repeater NOW to analog, with a 103.5 PL tone.
This decision was made to facilitate more use of that repeater for the amateurs in the area as there isn't much digital activity there.
Plus this will make weather net information MORE available to the people there as well as facilitating information.

It is connected via WIRES-X analog, and is NOT switchable to other Wires-X rooms via radio control.
