[SkyHub] NEW REPEATER 447.400 is on air in Laramie/Cheyenne and NEW SHL audio stream

Greetings all,
The new 447.400 Fusion Wires-X repeater is on air from Pilot Hill just east of Laramie, covering a large area including Laramie and Cheyenned in SE WY.

Thanks to Derek KCØLCD, Daryl W3ORR, and Skyler WØSKY, AND Ben from Wyoming Public Radio (along with Paul Montoya) for all the help in making this happen.
