[SJRA-Members] Rolling Dues / Harmonics

Speaking as someone who is not very active in the club anymore and is also
behind on his dues. If you want to get more members and continue the proud
tradition that is this club, every attempt should be made to make paying
dues and being an active part of the club easier and not harder. "That's
the way it's always been done" is not a sufficient argument.
