Hi Ray,

These items are on eBay. Similar to what N2SCJ found on Amazon (I think the
first one is the same model).
These all come from China.  They cost between $30 and $110.  I couldn't find
any new units for sale in the U.S.
I could be wrong but I think to be legal for sale in the U.S., these devices
have to meet FCC Part 15 rules.
You can own one personally but legally they can't be sold "in the U.S."
without meeting this requirement.

This is one I found on eBay for $356.  It's made in the U.S. and has FCC
Part 15 acceptance.

However, I would strongly suggest you consider K2UQ's advice. 
People in cars in the parking lot are liable to get out and socialize which
is unadvisable.
People are liable to want to get and "just run inside for a quick
second...", etc.
The reception experience is liable to be uneven, no matter what transmitter
you find.

I've been using Zoom for about a year to webcast the FRC club meetings.
It's easy to get started and use.
I have a "Pro" account that costs I think $15 per month.  I can hold
meetings of unlimited length for up to attendees.

SJRA members,
Our Church is in need of a small FM transmitter for the broadcast band and
they asked me if I could help. 
At one time I had such and animal but it either got tossed or buried in the
junk!  The idea is our pastor can
deliver the sermon to and empty Church and the members can listen outside in
the parking lot on their car radios.
If anyone has anything they're willing to part with (for a price) please
email directly.
