[SJRA-Members] FT8 Fix for Operating SJRA Remote

According to John Hill, it was determined during WSJT-X testing on the
remote station that the WSJT-X Split Operation "Rig" and "Fake It" options
do not work properly on the FT-991A.  The software developer, W8RJ,
provided the following "fix" for the issue:

Download the zip file at the link below. Unzip the file and place the dll
in the folder where RcForb V9 Client was installed to (usually C: > Program
Files (x86) > RemoteHams.com > RCForbClient).

*This fix is only for V9 of the Client and allows you to set either "Rig"
or "Fake It" in the WSJT-X Radio setup tab.*
