Most efforts (usually schools) to contact the ISS are coordinated through ARISS.
Is the effort you’re advancing a personal one or for a group?
Personal efforts are purely random and dependent on the astronaut’s schedule.
Luck is all I can say. You have to be listening during the 10 minute “pass” over your location HOPING one of them is available and on the air. You’ve almost got a better chance of being hit by a meteorite while aiming your antenna.
GROUP contacts are ALL scheduled, well in advance, with planning starting at least a year ahead of the contact date. The are forms to fill out and a selection process to get on the schedule. 6 month schedules are put together twice a year I believe.
