At around $30, it almost doesn't make any sense *not* to "mess around" with a Chinese made HT as a beginner. Baofeng makes a nice variety of perfectly acceptable models that can be used for learning, then kept on the car as emergency or knock around units - or as a primary depending on your needs.
Speaking from experience, it's a mistake to overspend on your first HT, as you won't get your money's worth it out of it until you've been in the hobby for a while. You may decide that money would be better spent on your home station.
