Bob, CHIRP does not support the V8; this page (http://chirp.danplanet.com/issues/2395) shows that as an unfulfilled request pending since March 2015.  CHIRP does the ICOM V/U82 and the T8A but as far as I know these aren’t the same radios as the V8.

A pretty good free software package is CHIRP, available from:

It lists support for your V8.  I use it for my cheap Baofeng HTs and once getting used to how it operates, it was fairly easy to use.
