Any device that can propel a projectile faster than 450 fps is a fire-arm in NJ. So a potato canon is definitely not legal. 
A slingshot with a fishing reel attached to it may be considered a tool as opposed to a weapon....maybe

The basic parts for this tool, are available at the berlin farmers market every weekend. Just walk the back and look for the sellers of swords... ;-)
