There is a discussion about it on qrz
http://forums.qrz.com/showthread.php?460061-160-Meter-Unknown-Pulse-Signal
"Radio location (i.e. LORAN) and radar were discussed again last night. It
was particularly strong (S9 + 30) in the Northeast and ops with beverage
antennas are reporting it appears to be coming over the horizon in a
southeasterly direction from the Northeast possibly Europe or Polar Russia.
Others have discussed harmonics as a source. Not sure.... but I can say for
regular QSO operation between 1.900 and 1.930 it is almost unbearable."

Whatever it is, it's quite wide. It seemed to be centered closer to 1914
or 1915 kHz to me. It may be spread spectrum. If you tune through it
starting at the low end in an upward direction, the period between blips is
slightly longer. If you tune downward through it from the high end, the
blips are more rapid. That would seem to indicate that it starts at the low
end and repeatedly sweeps up in frequency.
