You didn’t include the original message so we don’t know where this came from but given how the question is written I’ll assume it’s from a DX station and he’s done a poor job of explaining what he’s asking.
Here’s one possible scenario we see frequently in contests:
If a station uses N1MM Logger+, has enabled “Spot all S&P Contacts” from the configuration menu, then calls CQ, BUT does not switch N1MM to Run mode (either by using the CQ message with the F1 key or clicking the Run button in the log entry window), then all of the logged contacts made on that frequency will automatically be spotted. This can happen when an op chooses to send CQ with a memory keyer, from memories stored in the rig, or when sending by hand.
I’ve seen this many times. It’s frustrating to see DX called out and go to a frequency only to find a U.S. station running and automatically spotting everything he works.
Just one possible explanation.
FT8 is effectively a self spotting mode. All stations hearing you see your call. Also, the default for WSJT-X is to report all stations heard to PSK Reporter.
