This article reads like standard boiler plate and there are several others like it on the web in the last couple weeks. Primarily on sites dealing with cyber security. Just Google ARRL cyber attack and you can find plenty of examples.

Have they? According to who? Not saying they aren’t but I have not seen a statement like this from anyone at the ARRL. I could be I’ve missed it.
“The organization has been forthcoming about the steps taken to address the breach and prevent future incidents.”
Also not something I’ve seen. Again, perhaps it’s me but I have not seen any communication from the ARRL that I would classify as forthcoming other than to say that they have an outage and they are working on it.
I have not seen anything from a league official that specifically says they were the target of an attack. This has several hallmarks of that but have not seen them publicly state it.
