I just got this back from the NJ QSO Party chairman. 

Our out of state bonefide members CAN submit their score for the SJDXA club aggregate scoring. 

Good afternoon Bob,

As I read the rules, it is OK to have out-of-state participants to contribute their score to an affiliated club in NJ as they are also bone-fide members of said club.

Thanks for bring up a subtle question on the rules.  I am going to leave the rule unchanged.
