Hi Steve:

The purpose of requesting comments from the community at large is make sure all constituents who use the PRMNM are given a chance to express their desires on appropriate uses of the Monument.

If you look at the second link down near my name there are members of the community group from professional fishermen, hobby fishermen,  divers, (me for ham radio), biologists, ecologists, native Hawaiians, etc.   I have educated the other members on using the PRMNM for amateur radio purposes and I think we have a consensus it is a valuable use for the public.   Hams have proven in the past we can use the islands (see Baker 2018) and leave it as we found it.

I have no doubt the final draft will include it was a use (note:   the current rules allow ham radio with proper permitting).  Johnston is restricted not because of USFWS objections but the Air Force which still has 50% control of the Island.

On December 21, 2021 the Federal Register published a request from NOAA and the USFWS for comments and input regarding an upcoming new Monument Management Plan for the Pacific Remote Islands Marine National Monument.   The Monument encompasses approximately 495,189 square miles (1,282,534 square kilometers) in the central Pacific Ocean. It includes seven islands and atolls: Baker, Howland, and Jarvis Island; Johnston, Wake, and Palmyra Atoll; and Kingman Reef.
