Is that the qso start date or the date ARRL will start accepting applications for the entity?  I was hoping it would be retro to when Kosovo declared independence. Only bands I would need would be 80 and 160 if that was the case. But no worries either way. It’s not like it is some blob of ice somewhere in the Antarctic. There will be plenty of operations.
