Just saw this from N1ND. 
RIP Bill. 

With sadness I share that my former colleague at the ARRL Bill Moore, NC1L, passed away overnight.  Bill was the DXCC manager until seriously injured in an automobile accident in early July 2014. I am fortunate I got to see him just this past Sunday.  Rest in Peace my friend... May God send his angels to be with your family as you transcend into His holy presence...
