I just saw this FYI. 

3Z9DX, Dom, has been in North Korea the past several days and has apparently been reported QRV starting just after 0000Z today.  He is apparently QRV on 21.222 QSX up 5.  VK4MA reports he will only be QRV for a few hours.  Obviously a case of WFWL (Work it First Worry Later).
