I would imagine, and from what I saw on the ARRL site about "general rules 
for contests above 30 mhz" I would assume any FM contacts as long as it is 
not on the national calling frequencies (52.525, 146.52, 446.000)  would be 
acceptable.

Since the "30 and up" bands (6m on up) are the only place a Technician can 
really work (yeah teeny slices of some hf too) it seems like a good idea to 
allow them to participate on what might be the most available to them.
