That would vary widely depending on what the ham had on hand and just 
how sophisticated the design. Our old amps used very little in the way 
of protective circuity and we used care in tuning.

A legal limit amp that is rugged and neat could easily run $3,000 or more.
If the ham isn't fussy and has a lot of parts it could be done for a few 
hundred dollars.
My guess is that for most of us it'd cost as much as a commercial, top 
end amp.
Mot home brew amps, look like they were home brew. I've seen a few that 
looked as good as any commercial amp.
