Homebrewing can be very cheap if you know what you're doing and know where to find the parts.
 
However, an amp for HF plus VHF plus UHF is almost impossible.  And it certainly won't be cheap, even if you were king of the world and had every part ever made available to you.
 
But single band amps can be.
