You have to try to cover your backside incase there is a horrible accident with an aircraft and the next of kin hires a lawyer who will put you on the witness stand and make it sound like you purposely didn't paint the tower to save money and as a result of your actions you personally killed the folks on the aircraft.

Which is why I insisted that the AM tower was painted to full FAA spec (to the tune of $4K).  I am sure if there is an accident the station will get sued and I will be on the stand and we will probably lose but at least I will be able to get up in the morning and look at myself in the mirror...
