Because the feedback system is broken....

If you look at his feedback record you will see all the negatives.  But the 
more positives you get with a better rating scale the more negatives you can 
overcome.  Look at power sellers with THOUSANDS of feedback and HUNDREDS of 
negatives, they can still be 100% positive regardless because the negative 
gets wiped out after enough positives are received.
